History
Stillman Law Offices has a long, successful history at the Parking Violations Bureau.
The firm began back in the 1970's when Stuart Stillman was working as an Assistant Vice President and Assistant General Counsel to Avis rent-a-car. He was assigned to represent Avis against New York City and defend against its outstanding parking fines. After successfully negotiating a settlement, he left Avis and started his own law firm.
Unlike other practices, he focused his efforts on one primary goal, obtaining dismissals for his client's parking violations. His first clients, several leasing and rental car companies, achieved outstanding results. Soon, Mr. Stillman represented clients such as Avis, National Car Rental, Budget, U-Haul, Dollar Rent-a-Car, Ryder and Penske Truck Leasing.
In the 1980's, Mr. Stillman brought a legal action, Ryder v. Parking Violations Bureau, to the Court of Appeals, NY's highest court. Winning a unanimous decision by the court, Ryder established the standard of parking ticket defenses in New York state that are still upheld today.
Following Ryder, he later brought Wheels v. Parking Violations Bureau when New York City tried to weaken the available defenses to parking citations. In Wheels, the Court of Appeals upheld and firmly reaffirmed the Ryder defenses by unanimously deciding in favor of Mr. Stillman's client. |

Parking Violations Bureau in the
landmark court case, Ryder Truck Rental
v. PVB, and won a unanimous decision.
Later on, Stillman returned to the court
in Wheels, Inc. V. PVB, and again the
court unanimously decided in its favor,
amplifying and Ryder decision.
Today, Stillman Law Offices is New York
City’s most experienced law firm in
defending and advising clients
pertaining to NYC parking violations.
They work with some of New York City’s
largest companies, as well as numerous
small businesses.
Mr. Stillman is joined by family members
and continues to be the premier ticket
defense firm in NYC. They have authored
articles published in national trade
magazines and have spoken at industry
leading events.
